Project Overview

The City of Charlottesville is studying potential safety and mobility improvements along Rose Hill Drive between Preston Avenue and Rugby Avenue (about 0.6 miles).

The corridor is scheduled for repaving in Summer 2027, which creates an opportunity to explore updated roadway striping and safety improvements for people walking, biking, riding transit, and driving.

Through this project, the City will:

  • Review current safety and traffic conditions
  • Gather feedback from residents and corridor users
  • Develop and evaluate possible roadway striping concepts
  • Select a preferred design to implement during the 2027 resurfacing

The goal is to ensure Rose Hill Drive works safely for all users while supporting the surrounding neighborhoods, schools, transit stops, and local businesses.


Project Area

The study focuses on the segment of Rose Hill Drive between Preston Avenue and Rugby Avenue (approx. 0.6 miles).

This corridor connects several community destinations including:

  • Neighborhood residential areas
  • Jackson P. Burley Middle School
  • Murray High School
  • Charlottesville/Albemarle Health Department
  • Charlottesville Area Transit Route 9 stops

The project will explore changes to roadway striping that could improve safety and comfort while maintaining access for residents and businesses.

Why This Project Matters

Rose Hill Drive is an important neighborhood corridor with a mix of homes, schools, public services, and local businesses. Recent analysis of the corridor found:
  • About 35 crashes occurred in the past 8 years
    • 2 involved pedestrians and 3 involved bicyclists
  • Most crashes occurred south of Concord Avenue

  • Approximately 6,000–7,600 vehicles per day currently
  • Projected to reach ~9,900 vehicles per day by 2055
  • Current speed limit: 35 mph
  • Many drivers travel between 29–36 mph
  • The City will explore possible speed reduction and traffic calming options.

Charlottesville Area Transit (CAT) Route 9 services

  • Nine (9) bus stops in the study area
  • 46 daily trips on weekdays
