Charlottesville E-bike Program

The goal of this pilot program is to provide Charlottesville residents with an alternative mode of transportation — one that feels safer and more accessible than a regular “analog” bicycle. As we work to create infrastructure to make all types of bike commuting safer, electric bikes help to make riders feel more in control while exerting less energy to navigate terrain with moderate to significant elevation gains.

How It Works

    Check your eligibility

    All residents of the City of Charlottesville* who are 18 years of age or older at the time of the drawing may enter. You must be able to provide a valid ID and proof of residency when you pick up your voucher.

    Enter the drawing

    Entries will be accepted online until the last day of the first month of each quarter. If we are not currently accepting entries, you can sign up for our email list to be notified when registrations open the next quarter. The calendar of drawings can be found further down this page.

    Winners are drawn

    Winners will be drawn on the first Wednesday of the second month of each quarter (Feb, May, August, November). They will be notified by email by the City of Charlottesville Bike & Pedestrian Coordinator.

    Claim your voucher

    If you are selected as a voucher winner, you must claim / pick up your voucher within 2 weeks of the drawing at City Hall. You must bring a valid ID and proof of residency to claim your voucher.

    Redeem your voucher

    You may redeem your voucher towards qualifying e-bikes at our participating retailers, listed below. Your voucher can only be redeemed at one location and expires 90 days from the date of the drawing.

Enter by 5:00 pm EST January 31, 2026

Grant vouchers may be redeemed at any of the Authorized Retail stores to be used toward the purchase of an e-bike or e-cargo bike, and certain related accessories. Each Authorized Retailer has executed a Memorandum of Understanding with the City outlining the responsibilities of each party in implementing the Program, and is registered as a City of Charlottesville Vendor. Participating retailers honor the vouchers as a point-of-sale discount for voucher recipients and then invoice the City for a rebate.
