Project Overview

The City of Charlottesville is partnering with the Virginia Department of Transportation(VDOT) on a study to improve the intersection where Ridge Street, McIntire Road, West Main Street, Water Street, and South Street meet. This location serves as a primary gateway between the University of Virginia and the Downtown Mall.

As a primary gateway between the University of Virginia and the Downtown Mall, this intersection is a vital link for our community. However, the current configuration is often confusing for drivers and creates significant barriers for people walking or biking. This study identifies "right-sized" improvements to make the area safer and more accessible for everyone.

The Proposed Vision

The study recommends a concept that simplifies the intersection to improve the experience for all users. Key features include:
  • Converting ​Water Street

    Making the first three blocks of Water Street (between Ridge and 4th Street) one-way to simplify signal timing.

  • Dedicated Bike Facilities

    Reserving the westbound lane of Water Street specifically for cyclists and extending a two-way bike lane across the intersection.

  • Removing the slip road

    Reserving the westbound lane of Water Street specifically for cyclists and extending a two-way bike lane across the intersection.

  • Improved Pedestrian Timing

    Giving walkers more dedicated time to cross without competing with turning vehicles.

  • Public Space

    Reimagining the plaza area (formerly the site of the Lewis, Clark, and Sacajawea statue) to enhance the northern corner of the intersection.

Why This Matters

  • High Traffic Volume

    Ridge and McIntire Streets handle approximately 21,000 vehicles daily, while West Main carries 11,000.

  • Safety Concerns:

    The current "slip lane" and five-legged design create conflict points and unpredictable traffic movements.

  • Pedestrian & Bike Barriers:

    Long crossing distances and a lack of protected bike facilities make it a "bottleneck" for active transportation.

  • Downtown Vitality:

    As a primary entrance to the Downtown Mall, a more inviting and organized intersection supports local businesses and tourism.
